List of Essential Requirements (ER) Under MTCTE Certification
The scheme of mandatory testing and certification of telecom equipment (MTCTE) is regulated by the Department of Telecommunications (DoT), under which the manufacturers and importers of telecom products are required to get certified against the specific essential requirements (ERs). The requirements include safety characteristics, electromagnetic compatibility, radio characteristics, and characteristics of the network.
For each category of telecom equipment, there is a different list of essential requirements (ER). No products can be certified MTCTE without being tested and meeting the relevant ERs.

ERs are normally laid down based on Indian standards and internationally accepted standards adopted by India under the telecom regulatory framework.
1. Safety Specifications
The specifications make sure that the telecom equipment is safe for its function and will not cause any danger to the user, such as shock, fire, or any form of bodily harm due to normal use.
2. Electromagnetic Compatibility (EMC)
EMC specifications make sure that the equipment will not cause problems with electrical waves and still be able to operate correctly despite other electronic devices being used in its vicinity.
3. Radio Frequency (RF) Requirements
Wireless and radio products are subject to RF requirements to guarantee that they will operate in the designated frequency bands.
4. Specific Absorption Rate (SAR)
SAR requirements apply to mobile handsets and devices that are positioned near the body to ensure exposure to radiation is kept within recommended safety limits.
5. Privacy and Security
Privacy and security specifications are meant to ensure that the user’s information is protected and the equipment meets the required privacy and security standards.
