BIS Expands Mandatory Compliance: New 2026 QCO Brings 90 Electrical Appliances Under Regulation
The Government of India has introduced the Quality Control Order regarding the Safety of Household, Commercial, and Similar Electrical Appliances in 2026; it is about to implement the compulsory provisions regarding BIS compliance for many types of electrical appliances.
The above Quality Control Order was published in the public domain on 6th April 2026 and is scheduled to be enforced from 1st October 2026; in addition to repealing the Quality Control Order of 2025, it covers 90 different kinds of electrical appliances under this new compliance system.
This regulatory change is no less important for manufacturers, importers, and businesses concerned with household electrical appliances and others intended for use in India.
What is New Under the BIS QCO in 2026?
Under the new Quality Control Order, covered electrical appliances are required to:
- Adhere to the Indian Standard that is specified in the Order.
- Adhere to IS 302 (Part 1):2024 / IEC 60335-1:2020.
- Bear the BIS Standard Mark.
- It must be manufactured under a valid BIS licence as provided in Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
The Order applies to electrical appliances having:
- The maximum rated voltage is 250 volts for single-phase appliances.
- The maximum rated voltage for other appliances is 480 V, covering those which are supplied with direct current and those which run on batteries.
Products which are already included within the scope of another applicable Quality Control Order or another mandatory BIS certification requirement are not included in the scope of this Order.
Different Implementation Dates for Different Businesses
The length of the implementation timeline provided by the QCO varies according to the size of the enterprise.

Small and micro enterprises are given additional time so that they can prepare for the testing process, prepare the required documents, and complete the process of obtaining the BIS Certificate for Electrical Appliances before they reach their compliance deadlines.
Four Important Exemptions Under BIS QCO 2026
he new QCO also has some exempting and transitional provisions as given below:
1. Already Covered Products
Products which have been included under the existing QCO or mandatory bid certification under other legislation are not included in this Order. This is to avoid duplication of certification.
2. Export Products
Products produced exclusively for export in India are exempted from this Order. In case these products become available in the domestic market, the applicable provisions of the QCO would then become applicable.
3. R&D Imports - 200 Units
The imports made for research and development up to 200 units in a year are exempted, provided the same is not for sale but is scrapped, and the year-wise records are maintained.
4. Pre-Implementation Stock - 6 Months
Certain stock manufactured prior to the implementation date can continue to be sold for six months after the implementation date subject to conditions, such as BIS Certification for Electronic Products and making an appropriate declaration to BIS.
