Introduction
EPR Authorization Must For All Companies Generating E-Waste
Under the Plastic Waste Management Rules 2016, the manufacturers and importers are given the responsibility to dispose or recycle their e-waste in a manner that is environmentally sound. This is known as EPR Authorization. EPR basically stands for Extended Producer Responsibility.
Under EPR, three types of authorizations are given:
- Manufacturing Authorization
- Import Authorization
- Wholesale Authorization
Out of the three, obtaining the manufacturing authorization is considered to be the toughest. Obtaining this authorization is compulsory for all Indian and foreign companies dealing in electronic waste. Companies failing to obtain this authorization can face imprisonment for a period of 5 years and/or fine of 1 Lac rupees.
Due to EPR, the physical as well as the financial responsibility for collecting and disposing off the e-waste in an environment friendly manner rests with the producers of these products. Besides the producers, the distributors and retailers too are involved in the process and are responsible for disposing and collecting the products respectively.

EPR CERTIFICATE
A TOOL FOR A CLEANER ENVIRONMENT
The government passed the first law in 2011, based on Extended Producer Responsibility (EPR), which makes manufacturer liable for managing the final stage of the life of its product in an eco-friendly way and ensure environmentally sound management Extended Producer’s Responsibility (EPR) certificate or license is mandatory for every producer/importer producing electric or electrical equipment. It encourages the manufacturers to produce environment-friendly products. EPR Authorization is issued by the Central Pollution Control Board (CPCB) under MoEFCC, Government of India. As per the guidelines, manufacturers and importers needs to tie-up with the authorized recycler to dispose of the E-Waste and submit all the plans related to the estimated dump quantity and method adopted for disposal in CPCB to get the EPR Certificate. In short, the product’s manufacturer is responsible for the product’s ultimate recycling, reuse, or disposal.

DOCUMENT REQUIREMENTS TO GET EPR CERTIFICATE
Documents that are mandatory for EPR License are as follows:
- Incorporation Certificate
- Pan Details
- Copy Adhar Card
- Product Details Note – All documents should be duly signed and stamped. Importer’s Name, Product Name, Model Number, and documents should be accurate to avoid queries from E-Waste officials.
- Letterhead of the company
- Copy IEC in case of Importers
- GSTIN
PROCESS TO APPLY FOR EPR CERTIFICATE
