The fibre ropes listed in the Ropes and Cordages (Quality Control) Order, 2024 are required to comply with the relevant Indian Standard, and the government's notification specifically names Fibre Ropes – Polyester – 3, 4, 8 and 12 Strand Ropes – IS 11066:2022 in its schedule.

The QCO took effect on 1 April 2025, whereas for small and micro enterprises involved in domestic production it came into force on 1 July 2025. Excluded are goods or articles which are manufactured exclusively for export.

Any manufacturers, importers and other businesses which are involved in products falling within the scope notified should meet the appropriate BIS certification requirements before they manufacture, import, supply or market the regulated products in India.

The Quality Control (Ropes and Cordages) Amendment Order of 2026 also included in the QCO a temporary exemption relating to certain goods made from recycled plastic waste. The exemption's applicability must be determined in accordance with the particular product and the entry in the Schedule.

The rope constructions or types A, B, L and T are also included within the scope of the licence.

Uses of Polyester Fibre Ropes

Polyester fiber ropes can be used in a multitude of general-service applications, including but not limited to maritime and shipping applications, fishing, construction, transport, and industrial handling applications as well as other cases where durable and strong ropes are needed.

The specification refers to polyester ropes that are made for general applications and are of different designs, including 3-strand ropes, 4-strand ropes, 8-strand ropes, and 12-strand ropes.

Conformity Assessment under BIS Certification

In cases where BIS certification is required, manufacturers have to carry out the conformity assessment procedure specified under Scheme-I, including product testing, the preparation of documentation and the assessment of their manufacturing and quality-control systems, as appropriate.

The Product Manual prepared by the BIS for standard IS 11066:2022 acts as a reference concerning the operation of certification under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.

Significance of Conformity

Complying with the guidelines given in IS 11066:2022 and the provisions of the relevant QCO allows manufacturers to show that polyester fiber ropes are manufactured in accordance with the required standards for quality and performance.

  • Indian Manufacturers: Approximately 30 days
  • Foreign Manufacturers: Approximately 180 days
