BIS QCO for Fibre Ropes Polyethylene 3 and 4 Strand Ropes

Indian Standard Compliance

BIS QCO for Fibre Ropes, Polyethylene 3 and 4 Strand Ropes

Conformity Assessment & Regulatory Compliance

IS 8674:2013

0q April 2025

01 July 2025

Polyethylene fibre ropes are commonly used in general service applications because they offer strength, durability, lightweight construction, moisture resistance and buoyancy. They are made in a variety of strand configurations, and the 3-strand and 4-strand polyethylene ropes are included within the relevant Indian Standard.

The specific quality and performance requirements for these products are set out in the relevant Indian Standard, IS 8674:2013 – Fibre Ropes – Polyethylene – 3 and 4 Strand Ropes. This standard lays down the requirements for 3-strand hawser-laid and 4-strand shroud-laid polyethylene ropes intended for general use, with exclusions relating to fittings.

Manufacturers can keep their product quality stable and show that they comply with the relevant requirements for regulated fibre ropes by following the appropriate Indian Standard; currently, IS 8674:2013 is included in the list of products covered by the Ropes and Cordages (Quality Control) Order, 2024.

Requirements of Quality Control Order

Fibre ropes consisting of polyethylene and covered by IS 8674:2013 are required by the Ropes and Cordages Quality Control Order, 2024.

The government notification specifically includes Fibre Ropes – Polyethylene – 3 and 4-Strand Ropes – IS 8674:2013 within the Ropes and Cordages QCO scheme. Products which are the subject of the Order must comply with the relevant Indian Standard and be marked with the BIS Standard Mark under a licence obtained from BIS in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

The QCO took effect on 1 April 2025, whereas for small and micro enterprises involved in domestic production it came into force on 1 July 2025. The Order does not extend to goods or articles intended for export.

Any manufacturers, importers, and other companies that are involved in products falling within the scope notified should comply with the appropriate BIS certification requirements and check the most recent BIS QCO and BIS regulations which apply to their products.

Key Requirements for Fibre Ropes - Polyethylene 3 and 4 Strand Ropes

Important product characteristics under IS 8674:2013 may include:

  • Polyethylene material requirements
  • 3-strand hawser-laid rope construction
  • 4-strand shroud-laid rope construction
  • Rope designation
  • Linear density
  • Rope dimensions
  • Mass per unit length
  • Minimum breaking force
  • Breaking force requirements
  • Applicable tolerances
  • Construction and lay requirements
  • Requirements relating to terminations
  • Marking and identification requirements

The standard aims at setting out uniform requirements concerning the construction and physical properties of polyethylene fibre ropes, and according to BIS the linear density measurement, the minimum breaking force, the manufacturing tolerances and the effect of terminations are identified as important quality parameters covered by IS 8674:2013.

The specific requirements and the criteria for acceptance must be decided in accordance with the relevant provisions of IS 8674:2013 and the most recent version of the standard that is applicable under the QCO.

Uses of Fibre Ropes - Polyethylene 3 and 4 Strand Ropes

Polyethylene fibre ropes are used in a wide range of general, industrial, marine, agricultural and other applications because of their lightweight design, buoyancy and resistance to moisture and chemicals.

Common applications may include:

  • General-purpose rope applications
  • Fishing and aquaculture
  • Marine and mooring applications
  • Agricultural applications
  • Securing and tying applications
  • Cargo and material handling
  • Industrial applications
  • Barrier and marking applications

The rope's particular suitability must be decided on the basis of its structure, physical characteristics, the load it is meant to carry, and the requirements of its application.

Conformity Assessment under BIS Certification

In cases where BIS certification is required, manufacturers have to carry out the relevant conformity assessment procedure, which includes product testing, documentation and factory assessment where these are required.

As per the Ropes and Cordages QCO, covered products shall conform to their applicable Indian Standards and shall bear the Standard Mark under a BIS licence as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018; BIS is the certifying and enforcement authority appointed for products in the scope of the Order.

Importance of Conformity

By following the applicable Indian Standard and QCO, the manufacturers can maintain uniform quality and adhere to the regulatory requirements applicable to the Polyethylene fibre ropes.

Manufacturers must keep in place suitable production, quality-control and testing procedures and make sure that the rope supplied under the BIS licence remains in compliance with the relevant requirements.

The QCO also makes it clear that the most recent version of the Indian Standard in question, as published by BIS, will come into effect on the date of its publication.

Timeline for BIS Certification

The time taken to secure BIS Certification for Fibre Ropes - Polyethylene 3 and 4 Strand Ropes in accordance with IS 8674:2013 will depend on the documentation, the product testing, the factory assessment, and the BIS processing.

As a general timeframe:

  • Indian Manufacturers: Approximately 30 days
  • Foreign Manufacturers: Approximately 180 days

Actual time to process will depend on the application complexity, testing schedules, and factory assessment requirements, and questions or clarifications required during the certification process.

Conclusion

Polyethylene Fibre Rope is a key general service product,s as it is necessary for their uses that these polyethylene fibre ropes possess strength, construction, durability, and uniform physical properties. Specification IS 8674:2013 specifies the requirements of 3-strand hawser laid polyethylene ropes and 4-strand shroud laid polyethylene ropes, and provides the basis for designation and physical characteristics of them.

Before placing importe,r supplied, or manufactured regulated polyethylene fibre ropes on the market, manufacturers, importers and suppliers must remember the IS concerned, Ropes and Cordages Quality Control Order, and BIS conformance requirements.

The amendment to the Ropes and Cordages (Quality Control) Order of 2026 also includes a particular temporary exemption applying to item number 7 in the QCO schedule for goods manufactured from recycled plastic waste. The exemption applies to polypropylene ropes in accordance with IS 5175:2022 and not to the polyethylene ropes which are covered by IS 8674:2013. Manufacturers of polyethylene 3- and 4-strand ropes should therefore continue to check that they comply with the relevant requirements set out in IS 8674:2013.
