Work chairs are used in offices, institutions, commercial places and other workplaces. As these chairs are used for extended periods of time, they should be stable, robust and durable to withstand frequent use.

According to the Furniture (Quality Control) Order, 2025, the relevant work chairs are controlled as per IS 17631:2022 - Work Chairs. The relevant products covered under the QCO should conform to the relevant Indian Standard and bear the BIS Standard Mark under a valid license of BIS as per the provisions and exemptions of the order.

What Is IS 17631:2022?

IS 17631:2022 sets out specifications regarding the safety, performance and construction of work chairs. This applies to both fully manufactured or fabricated chairs and assembled work chairs.

Size and construction
Stability
Strength and durability
Performance of the seat and back
Impact resistance
Performance of armrest, if any
Performance of castors and chair base
Swivel mechanism
Height adjustment and reclining mechanism, if any

Who Needs BIS Certification?

Manufacturers that manufacture covered work chairs for the Indian market should satisfy all the requirements in the QCO as per BIS regulations. Foreign manufacturers of covered work chairs that sell their products in India should satisfy all the certification requirements.

The scope of certification would be based on the types of products manufactured and their critical features. The materials used in the chair, the armrests, castor, adjustment mechanism, upholstery and lockable features might determine the applicable grouping.

Certification Process for Covered Work Chairs under BIS

The general process of certification is:

Evaluation of the product against IS 17631:2022 and the applicable QCO.
Determination of the product category and the models.
Preparation of the drawings and other technical documents.
Conducting the product testing.
Submission of the BIS application and documents.
Factory and test preparation where necessary.
Response to BIS observations or queries.
Receiving the BIS license.
