3. Foreign Manufacturers Certification Scheme (FMCS)
Foreign Manufacturers Certification Scheme enables foreign manufacturers to apply for BIS licenses for products for which ISI certification is mandatory.
In FMCS program:Factory inspection is carried out by BIS officials Samples are tested Production and quality control system is checked Certificate holders get the right to use Standard mark
This program is normally applicable to industrial goods, machinery, chemicals, building materials and other regulated products.
In FMCS program:
1. Manufacturing Facility
The manufacturer should be the real manufacturer of the products. Traders and importers cannot apply directly for BIS certification for their manufacturers.

The product must be in accordance with the specific Indian Standard (IS) laid down by BIS.

Step 5: Grant of BIS Licence
Post successful completion of documentation verification, factory inspection, and testing of product, BIS makes evaluation of the overall compliance level of the manufacturer.
In case where the product meets all the requirements according to the relevant Indian Standard: BIS sanctions the issuance of license Payment of applicable charges for marking and license License for using ISI Mark on the products which have been certified
This BIS license provides legal permission to the foreign manufacturer to manufacture and export their product to the Indian market.

Step 6: Submittance of Indemnity Bond and Performance Bank Guarantee (PBG)
Apart from the above mentioned steps, the foreign manufacturers need to do some additional formalities before getting the final BIS license.
This includes: Indemnity Bond needs to be submitted by the AIR (Authorized Indian Representative) PBG of $10,000 is to be submitted as per the BIS FMCS requirement
After satisfying these requirements, the BIS issues the final license to the foreign manufacturer.
