BEE Registration – Complete Guide by UMSPCS for Manufacturers & Importers
UMSPCS is the place where we help producers and foreign traders to get through the complicated rules of the BEE with full understanding and support from the beginning to the end. BEE, which was set up in 2002 under the Energy Conservation Act, 2001, is the central government agency that carries the main responsibility for the promotion of energy saving and the improvement of the general efficiency of appliances in India.
By its Standards & Labeling (S&L) Programme, India’s Ministry of Power provides BEE Certification and Star Labels for electrical appliances, which are energy performance indicators, to the users. The labels enable consumers to recognize energy-efficient appliances, save on electricity costs, and make the right choice.
As a part of this plan, BEE requires that manufacturers and importers of some appliances get BEE Registration if they want to sell their products in the Indian market. The products that are under the mandatory category should show a Star Label from 1 to 5 stars, where the energy efficiency level represented by 5 stars is the highest. Besides, a large number of product categories are under the voluntary labeling program, and the producers can decide to participate in order to win the market and increase consumer loyalty.
Introduction to BEE Registration – Explained by UMSPCS
BEE Registration is part of the compliance activities aimed at verifying that electrical appliances conform to certain energy efficiency standards. At UMSPCS, we help companies to go through this process in order to fulfil the requirements laid down by the law and to be able to promote their products as energy-saving and ready for the market.
Energy efficiency has become the need of the hour due to India's escalating energy requirement and its increasing concentration on sustainability. Therefore, BEE Registration has become more than just a legal requirement; it is also an attractive offer of value to the manufacturers and importers of the products. As per our interactions, BEE Star Labeled products benefit from:
- Strong acceptance in the market
- Increased consumer trust
- Greater potential for sales over the coming years
Consumers prefer BEE-certified products since they are less energy-consuming and thus more economical in the long run. If UMSPCS is in charge of compliance, companies will be able to steer clear of errors, shorten their approval time, and have a hassle-free landing in the Indian market.
BEE Registration Process – UMSPCS End-to-End Assistance
First of all, the BEE Registration procedure includes three main phases, which are not only documented carefully but also require the strict observance of the set regulations. UMSPCS makes sure that your application is correct and done in a timely manner.
1. Company Registration- The initial step for UMSPCS is to get your company registered on the BEE S&L portal through the BEE documentation.
This is applicable to:
- Indian manufacturers
- Foreign manufacturers (via their Indian Authorized Representative)
We make sure that all company documents are correctly prepared, reviewed, and presented. After the approval of the company, you can go ahead and register your product models for star labeling.
2. Product Testing- Naturally, every model has to be tested at a laboratory, either BEE-recognized or NABL-accredited.
Testing is done strictly according to the parameters set by BEE for that particular product category.
UMSPCS takes the responsibility to work with accredited laboratories to:
- Product testing schedule
- Sample selection
- Test report collection (in most cases, reports should not be older than 6 months)
- It is from these lab results that the product's star rating will be derived.
3. Model Registration- By the time the testing is over, UMSPCS drafts the transmittal letter for model registration. The drafting work includes the documents that need to be uploaded:
- Test reports
- Technical specifications
- Label artwork
- Product photographs
- Compliance documents
After the BEE assessment of the submission, the unique code for the model will be assigned, and you will be allowed to attach the star label.
UMSPCS provides:
- No mistakes in documents
- Quick application processing
- Avoidance of rejection or deferment due to the wrong paperwork

Additional information
Affirmation and Renewing
A. Affirmation and Renewing of BEE Registration
The initial period of three years is when the BEE Registration is effective. After that, manufacturers and importers need to renew the certification if they want to keep selling their products with the approved star label. The renewal is a hassle-free measure with only a few documents and government fees needed. Thus, the renewal of compliance is always on time, and the star-labeling rights are never interrupted. UMSPCS supports the clients in refreshing their files, communicating with BEE, and completing the renewal without any delay.
B. Earlier Request – Requirements for BEE Labelling Confirmation
1.Requirements for Chinese OEMs
If a Chinese or any other foreign production unit is to provide products to an Indian brand owner or OEM, it is necessary that an authorized Indian executive be formally appointed. An Indian brand owner has to give an Authorization Letter to a responsible executive who will then become the Authorized Signatory for all BEE-related tasks. In this way, one person is legally accountable, and submission on the BEE portal goes smoothly.
2.Requirements for Foreign OEMs
Firstly, a foreign manufacturer is obliged to officially appoint an Authorized Indian Representative (AIR). This AIR must be an Indian business that has been given the power to represent the foreign manufacturer in compliance matters. Any executive from this Indian company can be the AIR signatory, and thus, proper BEE coordination for documentation, testing, and approvals would be ensured.
C. Adding the BEE Logo on Products
What Is BEE Labeling Confirmation?
BEE labeling confirmation is the way a factory gets the last green light to show the real BEE Star Label on the products. The entire process involves:
- Submission of Star Label Sample (if required by BEE). Artwork of the label is verified and approved by BEE.
- By the label being printed on the product surface, packaging, or marketing materials, BEE gives permission for it to be visible.
- After the BEE labeling confirmation, only then can the star rating be legally displayed on the Indian market for a certain model.
D. BEE Post-Approval Compliance Requirements
Once a product model has received approval, the following are the ongoing compliance obligations that manufacturers and importers have to fulfill:
1.Quarterly Sales Reporting
Quarterly, companies are obliged to present to BEE their model-wise production or import data. To certify the correctness and the openness of the data, this should be done by an Independent Chartered Accountant.
2.Minimum Market Availability Requirement
A BEE-registered model has an obligation to be in the Indian market for at least one whole year. In this 12-month period, the model must not be withdrawn unless BEE grants a particular exception.
3 Providing Availability Details to BEE
Producers have to inform BEE of the presence and the possible locations of the registered models all over the country. This information can be the distribution channels, store locations, and online points of sale.
4.Production Revalidation (If Production Delays Occur)
Should a manufacturer fail to commence production within six months after obtaining BEE approval, they are required to do the following:
- Notify BEE about the delay
- Reconfirm the license when production starts
- This process can repeat for up to three years or until the expiration date of the star label.
E. Implementing a Test Sample Return Policy
Testing labs are obligated to perform under certain well-defined rules with respect to the handling of product samples:
1. Sample Return Timeline
Manufacturers should take delivery of the tested samples within 15 days, counting from the issuance of the test report. If the samples are not collected within the given time limit, the laboratory will be free to dispose of the samples according to its policy.
2. No Liability for Sample Damage
Product samples might be partially or totally damaged as a consequence of performance tests while being Laboratory tested. The testing lab and UMS Product Compliance Services Pvt. Ltd. (UMSPCS) do not accept any responsibility for such damages during the evaluation process.
