The‍‌ Indutech (Quality Control) Order, 2024, is a compulsory regulation that needs to be adhered to and is aimed at improving the safety, performance, and general use of industrial textiles in the metal-working industry. These industrial textiles are those that are used in lifting and load-bearing operations. As per the notification contained therein, the Indutech Textiles Quality Control Order 2024 requires manufacturers and importers to get BIS certification for Indutech textiles, particularly flat woven webbing slings made of man-made ‍‌fibers.

According to the regulation, all products listed must strictly conform to IS 15041:2001, the Indian Standard governing ignition resistance, strength, and quality parameters. For Indian manufacturers — Step-by-step

Step‍‌ 1: Get Your Factory & Product Ready

• Make sure that the production line, quality control systems, and testing equipment are all set and ready to go.
• Get ready with product drawing, BOM, process flowchart, and a sample for testing.

Step 2: Collect Documents

Primary documents that you will need:

• Company incorporation/business registration, GST, PAN.
• Factory address proof and factory license/trade license (if applicable).**

• Product specs, Bill of Materials, sample label artwork (showing Standard Mark placement).

Step 3: Sample testing

Deliver product samples to a laboratory recognized by BIS for the tests mentioned in IS 15041:2001. On completion of the tests, labs will issue reports that are required by BIS.

Step 4: Online application on ManakOnline

• Open or create an account on ManakOnline (BIS portal) and file an application under Scheme-I (Conformity Assessment Regulations, 2018) for IS 15041:2001.
• Along with the application, upload the support documents and lab report. If the testing is being arranged at a particular lab, mention the name of the lab. Pay the application fee.

Step 5: Factory inspection by BIS

BIS will conduct an on-site inspection to see if the production capacity, QC systems, test records, and labelling practices are as per the standards. You should also be prepared to show calibration logs, batch traceability, and internal test records along with BIS inspection.

Step 6: File review & licence grant

BIS goes through the documents, test reports, and the results of the inspection. If everything is in order and up to the mark, BIS grants a licence for the use of the Standard Mark (ISI) to the identified factory and product.

Step 7: Marking & fees

The ISI/Standard Mark can be implemented on the product after the granting of a licence. Paying marking fees, if any, as per the production or marking rules should be done. The record should be maintained for audits.

Step 8: Surveillance & renewal

You are subject to periodic surveillance (sample testing, unannounced inspections). Keep your records up to date and file your application for licence renewal in time as per BIS.

For Foreign manufacturers (FMCS) — Step-by-step

Step‍‌ 1: AIR (Authorized Indian Representative)

Appoint an AIR (Authorized Indian Representative) who will act as a contact point between the Indian authority and the foreign factory, file the FMCS application and communicate with BIS, customs and enforcement for the foreign factory. It is a must.

Step 2: Overseas Prepare factory & documentation

Step 3: Sample testing

Arrange testing in BIS-approved labs that can be located either in India or abroad (if allowed for the product). Fill lab reports as a part of the FMCS file.

Step 4: Submit the FMCS application on ManakOnline

The AIR/foreign applicant uploads all documents and test reports and pays the FMCS application fee.

Step 5: Factory audit by BIS (overseas)

BIS will conduct a factory audit at the production site of a foreign factory (or send an auditor). The audit checks the manufacturing process, QC, the facility for testing, staff skills, and traceability. Each factory needs its own audit and license.

Step 6: Decision and grant of FMCS licence

Upon good test results and an audit, BIS issues an FMCS licence to the foreign factory linked to that factory and product.

Step 7: Imports & customs

Imports should be made only of products from a factory that has a valid FMCS licence and bears the ISI mark. The customs will check the details of the licence; the non-compliant shipments may be confiscated.

Step 8: Surveillance, marking fee & renewal

Foreign factories under FMCS are subject to unannounced inspection, sample collection in India and licence renewal. Keep up with compliance at all times.
