Telecommunication Engineering Center (TEC) is responsible to provide certifications to various telecommunication products in India. Initially, obtaining this certification was voluntary, but since 2019, it has become mandatory.
The job and responsibility of TEC includes the following:
- Issuing various General, Interface and Service requirements and standards for telecommunication products.
- Evaluating products and services on the field.
- Rolling out plans on national level.
- Becoming the support of DoT with regards to technological questions.
- Testing and certifying various telecommunication products and services.
Required Document
For ETA
- RF Test Report from any ILAC-accredited Foreign Laboratory or any NABL-accredited Indian Laboratory.The RF Test report in soft copy is needed.
- Authorization Letter and ID Proof for Signing the Documents issued by Head of Manufacturing Unit.Any Executive of an organization in India can be nominated Authorized Signatory and Representative of foreign manufacturer in India.
- Product Technical literature. Document describing technical details about product - like, user manual.

Registration Process
The steps in the TEC Certification process are as follows:
- Signing up for the TEC Portal
- Choosing a testing lab
- Samples are submitted for testing
- Receiving of Test Reports
- Submission of Documents & Payment to TEC
Validity & Renewal
Validity of Certificate
After the date of issuance, TEC Certification remains valid for 5 years. For a foreign OEM, however, the certificate is only valid for five years, or until the MOU or AIR letter expires, whichever comes first.
Renewal of Certificate
Online applications for renewal must be submitted at least one month before the existing certificate's validity period expires, together with the renewal fee.
If neither the ERs that apply to the equipment nor the model of the equipment change, the certificate must be updated.
A new certificate with a five-year validity period must be issued and must bear the old certificate number.
If the need arises to verify that the equipment complies with the ERs, TEC may request that re-testing or re-evaluation of certified telecom equipment be performed and charge the appropriate price.

OTHER GENERAL INFORMATION
Groups in TEC-
The time and complexity required to test the equipment or analyse test findings are divided into groups in TEC. The three groups that make up this equipment are Group A, Group B, Group C and Group D
Certification scheme in TEC-
The two different certification schemes for recognized telecom equipment are listed below:
- General Certification Scheme (GCS) - As part of this program, the applicant must submit test-by-test compliance as well as test results for parameters that meet Essential Requirements (ERs) from any recognized Conformance Assessment Body (CAB).
Equipment in Groups A, B, and C is subject to the General Certification Scheme (GCS). - Streamlined Certification Process (SCS) - In accordance with this system, the applicant must submit a compliance sheet for each test along with a Self-Declaration of Conformity (SDOC) for the parameters listed in ERs. The applicant is not obliged to submit test findings from CAB for evaluation by TEC.
For Group An equipment, the Simplified Certification Scheme (SCS) is applicable.
- Validity of Certificate - After the date of issuance, TEC Certification remains valid for 10 years and after expiry of certificate renewal certification will also be granted for 10 years.
- Renewal of Certificate - Online applications for renewal must be submitted at least one month before the existing certificate's validity period expires, together with the renewal fee.

A new certificate with a ten-year validity period must be issued and must bear the old certificate number.

- Indian OEM - For TEC-related duties, any executive of the Indian OEM or brand owner must be made an Authorized Signatory by a letter from his company.
- Foreign OEM - An Indian business entity must be chosen by the foreign manufacturer to serve as its authorized Indian representative and signatory (AIR). Any executive of an Indian-based corporation has the potential to become an AIR.
Note: If EVTL INDIA does not have any other arrangement. it may act as the Foreign OEM's AIR.
TEC labelling specifications include
- Prominently displayed on the equipment's body is the logo.
- Indication in the technical paper of equipment that it complies with ERs.
- Only for mobile devices and tablets is an e-label of certification applicable.
- The TEC logo's size can be changed while keeping its aspect ratio.
Note: For the first six months, TEC has exempted product labelling.
Without further testing - The certificate must be modified without testing if changes or modifications made to the certified equipment do not affect compliance with authorized Essential Requirements. Such alterations include, for instance:
- A change in the equipment's size, shape color, or enclosure led to a change in the model number or name
- Modification of the model number without changing the hardware architecture.
- Changes in the ownership, organization, or address of the business that holds the equipment certificate.
- Inclusion of a new Associated Model's name that was covered by previously filed BoM but was not initially present on the current certificate.
A new certificate reflecting the changes will be issued by TEC following the assessment of the application.
Using retests - The certified equipment will need to be recertified if any additional changes are made that have an impact on how well it complies with the essential requirements that have been authorized. The following are only a few examples of such adjustments.
- New network interface card addition
- Modification of the current network interface card
- Adding a new associated model that was neither initially listed on the certificate in use nor covered by the certified model's BOM.
- Adding a new chassis, interface module, or item to the group of equipment that has already received certification.
- Only once a new certificate has been given by TEC may the changed equipment be sold or utilized.
A certificate modification is not always necessary when there has been a software change, such as a major revision, minor revision, patch, bug fix, or update unless the change has rendered the equipment incompatible with ERs with which it was previously compliant. If a certificate adjustment is required, the OEM is in charge of verifying the information and submitting the application.
Contraventions and NC - If TEC learns that equipment that has not been certified, equipment that has been certified but has been modified without authorization, or equipment whose certification has expired is being sold, used, or intended for sale, the equipment will need to undergo the mandatory certification within 128 days of the date of the notice of violation.
If certification for such a telegraph is not obtained within the required timeframe, TEC may order to seize and destroy all such equipment.
